AGM Meeting Minutes

Call to Order:
• Linda Lockyer called the meeting to order at 10:03
ANNUAL GENERAL MEETING ITEMS
1 Minutes:
• AGM Minutes from September 3, 2016 approved; moved by Dana Bradshaw; seconded by Leslie Zeeman
• July 8, 2017 minutes approved; moved by Leslie Zeeman; seconded by David Blair
2 Treasurer’s Report :
• Gary Seagrave tabled the 2016 Year End Report (Attachments 1 and 2)
• A member noted there were no consultants’ costs noted in the report, and thanked the Board for their efforts
• The report was approved; moved by Cheryl Forsyth; seconded by Walt Stephenson
3 Appointment of Reviewer of Financial Accounts:
• David Blair has agreed to review the financial accounts again in 2017
4 Election of Directors for 2017/2018:
• Linda Lockyer put forward the Board members serving the second year of a 2 year term (Tracey Price, Tom Goldie, Bev Holmes, Linda Lockyer); and those members up for re-election; (Gary Seagrave, Ray Stittle, Debbie Currie and Denise Gardian)
• Linda Lockyer asked for nominations from the floor. Tracey Price nominated Cindy Crane who accepted the nomination
• Denise Gardian diid not attend the meeting, and it was assumed she was not interested in standing so her name was removed from the slate of candidates and replaced with Cindy Crane
• The election of the Officers was approved; moved by Sheila Ryan; seconded by Doug Maund
5 Ratification of the Actions of Directors during 2016/2017:
• The actions were ratified; moved by Elaine Stevenson; seconded by Paul Martin
REGULAR BUSINESS ITEMS
1 Treasurer’s Current Report:
• Gary Seagrave reported on the current financial situation as of August 25, 2017 (Attachment 3)
• The closing balance is approximately $19,600.
• Approximately $5,500 (the profit from the Woodland Beach history book “Footprints in the Sand”) is earmarked for the History Committee to use at their discretion
• Gary was very pleased with the current financial situation
• The financial report was approved; moved by Gary Seagrave and seconded by Cheryl Forsythe
2 Membership Report:
• Tracey Price and Debbie Curry reported the Association has 139 paid members as of September 2nd, out of approximately 700 properties
• There were 161 members last year
• 38 membership payments were made through e transfers
• Addresses and emails are collected to assist in the Woodland Beach unofficial Neighbourhood Watch program
• There are 4 contacts on the beach to whom members can report a suspected break in
• John and Tracey Price were thanked for their availability and responsiveness to beach related issues
ACTION: The names of the 4 contacts on the beach for Neighbourhood Watch reporting will be listed on the WBPOA website
3 Tiny Beaches Official Plan:
• Linda Lockyer spoke about the Official Plan
• The Plan is an overview of where the Township is going over the next 20 years, and helps in determining local zoning bylaws
• The Township Plan must be in line with the County Plan, which must be in line with the Provincial Plan; therefore the Township Plan has limited flexibility
• However, the Township wants public input on the Draft Plan
• Some key sections of the Draft Plan are:
• Population Growth: The Township is concentrating on three areas for growth, Perkinsfield, Wyevale and Lafontaine
• It is estimated that 171 additional housing units will be needed in these 3 villages over the next 30 years
• Agriculture: Tiny views this as an important industry for the Township and wants to encourage improved economic viability
• Environmental Protection: The draft Official Plan states that it is “environmentally focused”. However, the present Official Plan reads “Environment First”, which in our opinion, makes a stronger statement (e.g. in a list of objectives “environmentally focused” is always last)
• Of particular concern are dunes and wetlands
• There are some allowances to permit the excavation of aggregate (sand and gravel)
• Affordable Housing: The Township wants public input on their affordable housing initiative which includes two ways to tackle affordable housing: (1) self-contained units in existing homes, (2) “garden suites” which are self-contained units on existing properties but in a separate building
• Based on the discussion at the meeting, WBPOA’s official response will be we are not in favour of either of these options for environmental and infrastructure reasons, and do not feel these options are appropriate for a shoreline community
• FOTTSA’s view is they want to maintain the “Environment First” focus of the Plan and not have it weakened through language such as “environmentally focused” and “where possible”
• A concern was raised about the Greenbelt area behind Tripp Lane and Park Road; it could eventually be rezoned as residential if the situation is not watched closely; i.e. members must watch for rezoning applications on properties and respond to them when appropriate
• The concern is that such rezoning would further tax the environment, make Woodland Beach more urban, and not the “family beach” of waterfront community it is currently
• The Mayor has stated he would like a delegation to Council on the whole environmental issue
ACTIONS: WBPOA members are encouraged to look at the Township’s Draft Official Plan (it is on the Township’s website) and submit their concerns as soon as possible
• WBPOA will put links to the comment form on their website
• WBPOA will be submitting a response to the Township on the key elements of the report and will post it on the WBPOA website before September 30
• WBPOA members are encouraged to submit their own comments on the report as soon as possible
• Linda Lockyer asked members not to pave driveways unless they use permeable products, and to limit tree removal on their property
• WBPOA will put rezoning applications on their website as they become aware of them to allow members to respond to them as appropriate
• WBPOA will look in further detail at the issues surrounding the green space behind Park Road
4 UPDATE ITEMS:
4.1 Phrag Busters:
• Jenn George made a presentation on the program
• This is the 4th year; there were 4 digs this year, and less bags of phrag were collected, which suggests the program is making progress
• Other invasive weeds were removed as well
• Jenn thanked the Beach Frog and the Dodson family for their contributions to the dig attendees, as well as Ray Stittle for his contributions over the last 4 years
• Linda Lockyer presented Jenn with a framed photograph for her leadership
4.2 Beachwear:
• Ray Stittle announced there were 36 orders and 113 shirts were purchased
• Ray is looking for someone else to take over the beachwear sales next year
• ACTION: Anyone interested in running the beachwear program should contact Linda Lockyer or Ray Stittle
4.3 Nitrate Testing:
• Linda Lockyer stated that 28 properties wanted the test, and 20 actually followed through
• The results are not available yet but will be emailed to the participants in the near future
4.4 Flooding on TBRS and Tripp Lane:
• Linda Lockyer announced that the Township has budgeted to resolve the flooding problems
• The solution will probably be to drain the excess water down Tripp Lane
• The Township is hiring a consultant to design the system
• They have been advised by WBPOA to keep the environmental issues, and the fact this is a beach community, front and centre in the design
4.5 Speeding:
• Tracey Price explained that WBPOA requested the OPP to provide radar on three occasions over the summer, from 4:00pm to 7:00pm, to monitor contractors
• The OPP came on two dates; July 14th and August 15th
• WBPOA can pay for radar; off duty police officers can be hired for additional radar support for $475 for four hours
• The OPP will provide their results in the near future
• ACTIONS: WBPOA members are strongly encouraged to call the OPP if they encounter speeders. Members do not have to identify themselves, nor do they need the license number of the speeder. The more calls the OPP receive, the greater the chance they will come out and monitor the situation
• WBPOA will put the OPP phone number on their website
4.6 Thank You’s:
• Linda thanked the following members for recent activities:
1. The Bradshaws for constructing a sign showing the distance to each of the trails
2. The Garber and Magni Families for putting up a sign saying “I am a beach, not an ashtray so don’t bury your butts in me”. TraceyPrice reminded members to ensure any signs they erect should be on their property; the Township will remove them if they are on Township property
3. Don from the Beach Frog who announced he is retiring
• It was also mentioned the Township is considering banning smoking on the beach
5 Beach Enjoyment Strategy Tiny (BEST):
• Members were reminded again that the Township is requesting that items not be left unattended on the shoreline, or they may be removed
• This is not a bylaw, but a reminder
• The Township will not be patrolling the beach; they will only respond to complaints
• It was pointed out this strategy is not specific to Woodland Beach; it applies to all Tiny Beaches
6 New Business:
1.0 Linda Lockyer reminded members of the Town Hall Meeting on September 14 at the
Tiny Township Community Centre on Concession 8, and urged members to attend if
they wish to get a better idea of the types of issues reviewed by Council
2.0 A concern was raised from the floor regarding the condition of Woodland Beach
roads in certain areas
• They are crumbling, have major pot holes, and are narrowing due to asphalt breaking on the edges
• Much of this is a result of flooding and water damage
• Linda Lockyer hopes this will be addressed by the Township when they deal with the flooding issue
ACTION: WBPOA will raise road conditions as a safety issue with the Township
7 50/50 Draw:
• The 50/50 draw was won by Paul Martin; it grossed $100; and Paul won $50
• Paul generously donated his share back to the Association
